BOSTON – More than 8.1 million account logins were recorded during the first three days of mobile Massachusetts sports betting and 406,437 new online betting accounts were established in the Bay State.
The data surrounding the launch comes from GeoComply, the company hired by the state to ensure online and mobile betting activity takes place within Massachusetts’ borders. Mobile betting in the Bay State began at 10 a.m. Friday on six different betting apps. The period coincided with Selection Sunday, the Oscars, and included three games featuring the Boston Bruins and Boston Celtics.
The data put Massachusetts ahead of Ohio in terms of total account logins per capita, and just behind the Buckeye State in new accounts total, when compared to that state’s opening weekend that began on New Year’s Day.
The numbers for the Massachusetts launch were much more decisive when compared to similar states in terms of population size.
DraftKings CEO and co-founder Jason Robins, for one, is likely not surprised. In a response to a question from Bookies.com on Friday, Robins said he believes Massachusetts has the potential to become the “No. 1 market in the United States, per capita” in a year.
Revenue and handle numbers for March mobile and retail sports betting will be released on April 15.
Massachusetts Vs. (Almost Everybody)
Overall, 10 mobile betting apps have been approved for licenses in Massachusetts. The six currently live are: Caesars Sportsbook, BetMGM Sportsbook, WynnBET, FanDuel, DraftKings and Barstool. Fanatics and Bally Bet won’t go live in the Commonwealth until May. Betway won’t launch until the first quarter of 2024.
Friday’s launch came seven months to the day after sports betting was legalized in the Bay State when then-governor Charlie Baker signed the Sports Wagering Act into law.
Tuesday, the Massachusetts Gaming Commission held a pair of adjudicatory hearings concerning illegal wagers taken last month on in-state college teams. State law prohibits such bets unless the teams are playing in a tournament that features four or more teams and is not part of the regular season. The bets discussed Tuesday occurred at Encore Boston Harbor and Plainridge Park Casino. The incidents were self-reported.
The MGC deliberated in private following each hearing and will issue a written statement in regard to any penalties or sanctions.
The MGC has added a discussion and possible vote to its agenda on Wednesday regarding a promotion offered by Barstool Sportsbook (Penn Interactive) around Friday’s launch. The MGC will also release the retail betting numbers for February. Last week, Commissioner Eileen O’Brien reported three purported advertising violations by FanDuel featuring “free bets”, i-Gaming, and the use of credit cards to fund accounts. All are prohibited in Massachusetts.
Next week, the MGC will hold a formal hearing on Raynham Park’s retail license. The former dog track is partnering with Caesars on the retail side to open what it believes to be the largest sportsbook on the East Coast.
Long Journey To Launch Mobile Sports Betting
The MGC took the online launch right down to the wire. Certifications of Operation, the final bureaucratic hurdle needed to go live, were not approved until Thursday.
“I never had any doubt the team of the gaming commission would meet the deadline,” MGC Chair Cathy Judd-Stein told Bookies.com Friday morning. “The deadline was established for the best benefits of the Commonwealth and today, with the online launch of six of the 10 temporary licensees, we feel good that this is working for the benefits of the Commonwealth.”
The Commission has held more than 80 public meetings, roundtables, and other events since Baker signed the Massachusetts Sports Wagering Act on Aug. 10, 2022. Many ran longer than five hours. The process to regulate and implement sports betting in the Bay State is the responsibility of the MGC.
Multiple regulations also still must be given permanency. But once fully up to speed, industry stakeholders and insiders expect Massachusetts to be wicked big.
The barrier of entry for operators is high, both in terms of the $1 million annual fee and the myriad of regulations, many of which are unique to Massachusetts. PointsBetUSA was cleared to apply for a license but opted out of the state. Bet365 nixed a potential deal to partner with a race track due to the state’s high barrier of entry and regulation.
Retail betting began in Massachusetts on Jan. 31 with on-site wagering at three casinos: MGM Springfield, Encore Boston Harbor in Everett, and Plainridge Park in Plainville. Massachusetts law demanded that the entire regulatory and licensing process for sports betting take place in public view – save for specific items discussed in executive session – and as a result the journey from the law’s passage to launch was at times complicated, convoluted, confusing and frustrating for would-be bettors, stakeholders, and at times, the regulators themselves. The law bans betting on in-state college games unless those teams are playing in a tournament. Four instances of non-compliance on in-state college wagering were self-reported by operators.
Several regulators admitted last fall they were unfamiliar with the AFC and NFC Championship Games. Another commissioner said during a public meeting this year that she had yet to be educated on the meaning of gambling terms such as “point spread” or “moneyline”. Friday’s launch date fell two days ahead of Selection Sunday and four days before the start of the NCAA Tournament.

‘Special’ Massachusetts Sports Betting Market
Ian Williams, President of WynnBET Interactive, sees big money on the horizon. His WynnBET retail book has produced “robust” numbers since its opening and has exceeded expectations. Official retail numbers will be made available by the MGC on Wednesday.
“In a year, Massachusetts could be the No. 2 state in the country behind New York in terms of betting handle,” Williams told Bookies.com.
How busy is it? On March 9, the book took a $100,000 bet on the Boston Bruins to beat Edmonton and another $100,000 bet on the Oilers. Edmonton pulled off the upset 3-2 win.
Williams said the retail book has taken more action on college basketball than the NBA, despite the Boston Celtics having the second-best record in the NBA. The book has also seen better-than-expected handles on soccer and UFC.
“People told me that Boston wasn’t a big college basketball market. We have not seen that at all,” Williams.
MGM Springfield President Chris Kelley agrees that the passion of the Massachusetts sports fan base will translate into a rewarding market for operators. The MGM Springfield resort began operations in 2018 and opened its retail book in January.
“We’re optimistic about the market. We’ve been surprised with the sophistication of our guests when it comes to sports betting,” Kelley said. “We have a very intense sports culture in this state.”
Martin Lycka, ESVP for American Regulatory Affairs and Responsible Gambling at Entain (the parent company of BetMGM and Borgata, among others), says the process Massachusetts followed to get to this point was not anything out of the ordinary when compared to other states.
He calls the Massachusetts market “special” and is optimistic about the state’s potential as a legal betting market because of both the preexisting conditions in the state and the diligence shown by regulators.
“Massachusetts has a rich, vibrant sports culture, real fan loyalty. And Massachusetts has been betting on the streets, from north, to south, to east, to west, on sports forever, on the street, in an illegal black market. I think Massachusetts is going to go very well, but I do think there are some limitations, self-imposed, that will perhaps impact the velocity,” he said.
Those limitations include a ban on credit cards and convoluted rules on in-state college betting, which have already led to four violations at the retail sportsbooks.
“It’s really silly. Because it’s just going to either force people to stay on the black market, or just go across the bridges and tunnels to neighboring states, which all have it. New Jersey regrets having banned in-state collegian betting, but they weren’t able to get it across the goal line last year in the ballot referendum, to repeal that,” Lycka said.

Responsible Gaming Focus For Operators, Regulators
Sports Betting Hall of Fame member and long-time oddsmaker Johnny Avello wrote his first betting tickets at the Las Vegas Hilton in 1984. He says Massachusetts will be a vibrant legal sports betting market in part because it has been a vibrant illegal sports betting market.
“There are a lot of people who bet in Massachusetts. When I was working at the sportsbook, we had a fair amount of customers from Massachusetts,” said Avello, now Boston-based DraftKings’ Director of Race & Sportsbook Operations.
Avello was a regular on Boston sports talk radio offering betting picks and tips as his career ascended to top sports betting jobs at Bally’s and the Wynn in Sin City. He said Massachusetts will do “well” when it comes to legal mobile sports betting. Four of the five states that border Massachusetts – New Hampshire, Rhode Island, Connecticut and New York – already have it.
“The question is: ‘Do those people who come in from Massachusetts come home to the state that they live in where it’s easier to bet? Or do they continue to go to a place where they’re accustomed to? I think a lot of them will come home,” Avello said.
Massachusetts regulators have made “Responsible Gaming” a priority. MGC Commissioner Jonathan Maynard last week said the state has the most comprehensive responsible gaming progam in the nation. Operators try to balance those concerns with maintaining a sustainable industry.
“There’s never too much responsible gaming because the education needs to be continuous,” Lycka added.
In addition to the previously reported instances of the four college betting violations, three separate alleged violations of the advertising rules were committed by FanDuel, which purportedly ran ads touting “Free Bets,” as well as i-Gaming, and one ad that included a credit card payment link. Those alleged violations were reported to the MGC’s Investigation and Enforcement Bureau by Commissioner O’Brien, a long-time critic of the advertising and marketing methods used by the books. In doing so, O’Brien bypassed her fellow commissioners.
“The fact that it happened, the fact that we’re now here a week-and-a-half after the fact, and it’s just getting to the point now of addressing it, I’m more concerned about this than illegal bets,” she said during the MGC hearing on March 9. “They are harder to stop and put back in the bottle than an illegal bet.”
More than $500,000 total was wagered on January 31 – opening day for retail betting in Massachusetts. Encore lost $75,230 on the book’s first day of operation. WynnBET officials offered no details but a source told Bookies.com that one bettor won a significant amount of money on Jan. 31, but “gave it back the [next] day or two.”
MGM Springfield and PPC combined to net $65,706 for their one day taking bets in January, earning the state $9,861 in tax revenue.

Raynham Park Submits Application, Suffolk Downs Considering Options
The MGC has received the long-awaited Category 2 application from Raynham Park for its on-site sportsbook to be operated by Caesars. The MGC is expected to hold its hearing on the former greyhound racing facility’s license on March 23. It has yet to receive an application from the ownership of Suffolk Downs.
The owners of Raynham Park are building a 60,000-square-foot, $28 million simulcasting/sportsbook facility. Plans include a 38,000-square-foot sportsbook to open in the Spring. Caesars will operate its retail book in the current space once approved. Raynham Park ran greyhound races from 1940 until the sport was outlawed in the Bay State in 2009. It holds a simulcasting license and is thus eligible to operate a “Category 2” retail sports book.
“Our sports book will be one of the largest sports gaming destinations, not only in Massachusetts, but in the United States,” said Raynham Park owner Chris Carney.
Caesars already has a mobile sports betting license in the state in conjunction with the Encore Boston Harbor casino. Raynham had initially chosen bet365 as its mobile partner, but bet365 no longer plans to operate in the state because of concerns over excessive regulation in the Commonwealth. A Raynham Park spokesman told Bookies.com its mobile license “remains open”.
Suffolk Downs may be considering a downtown Boston site for its retail sportsbook. Its owners have not announced any plans or even if they plan to partner with any outside operators. The former thoroughbred racing operator has been linked to BetRivers but could also partner with DraftKings to give the company a retail site in its home state.
Barstool To Returns To Massachusetts
Penn Interactive closed its deal to completely own Barstool Sports in February. The Barstool Sports-branded mobile sportsbook is operating in conjunction with the Penn Interactive-owned casino in Plainville under a Category 3 temporary license. The approval for Barstool came almost 20 years after the company was first founded by Dave Portnoy as a free betting newspaper near Boston.
The Barstool license was granted under the following unique conditions:
- No one under 21 will be permitted into any live Barstool College Football Shows
- PSI will fully cooperate with an IEB investigation of Barstool Sports and other items discussed in executive session
- PSI will provide the MGC with diversity goals for its workforce and vendor spend
History Of Massachusetts Betting
The Massachusetts Lottery celebrated its 50th anniversary in 2022. Gambling legislation in Massachusetts goes back to 1719, when the first laws were passed to prohibit lotteries. The first state lottery in Massachusetts was legalized in 1745 before it was outlawed again in 1833.
Parimutuel betting on horse and dog racing was legalized in 1934. Suffolk Downs was a mainstay on the national thoroughbred racing circuit until its final race in 2014. Greyhound tracks in Massachusetts included sites in Taunton/Raynham, Revere, and Plainfield. A 2009 law outlawed dog racing in the state.
Plainridge Park Casino in Plainfield hosts a limited harness racing season. Foxboro Raceway operated harness racing from 1947 to 1997 on what is now the current site of One Patriot Place, adjacent to Gillette Stadium.
Illegal betting has been a part of the fabric of the Bay State for centuries. Illegal bookmakers remain common place. A point-shaving scandal rocked Boston College in 1978-79 and was a real-life connection to the move “Goodfellas.”

Big Name Betting At Encore, MGM Springfield
Retail betting at Encore casino began with 32 members of the public placing bets at kiosks located throughout the venue on Jan. 31. Several state politicians and former notable New England athletes then placed ceremonial “first bets” at the windows of its WynnBET-branded book, including Ty Law, Johnny Damon, Matt Light, Cedric Maxwell, Shawn Thornton and Olympic medalist Angela Ruggiero.
Law placed the largest wager of the morning group, backing the Boston Celics with $1,000 to win the NBA title this season at +360.
Law also bet $240 on the Chiefs to win the Super Bowl vs. the Eagles. He wore No. 24 as a player for the Patriots, Chiefs, Jets and Broncos. Law was a bit confused about the vig as to why the casino usually takes $110 to win $100.
“Gambling is great as long as you do it responsibly. I don’t understand everything. Why do I gotta bet $110 to get $100? All that stuff was bit over my head, but I’m going to learn,” Law said.
In the evening on Jan. 31, former Patriots WR Julian Edelman dropped an $11,000 wager on the Celtics to win the NBA title at +360. They have since moved to +280.
Bruins Hall of Fame defenseman Ray Bourque was on hand for the first wager at MGM Springfield. Bourque wagered $100 on the Bruins to win the Stanley Cup at +475. Former New England Patriots linebacker Rob Ninkovich was at the Barstool-branded book inside Plainridge Park Casino.
